Dagestan was excluded from the "red" zone with high risks of CTP fraud
The Republic of Dagestan has been excluded from the "red" zone with high risks of CTP fraud, it has moved to the "yellow" zone. This is reported in the report on monitoring regional risks of unfair actions in CTP, which the Bank of Russia published on August 22.
If in the middle of last year there were four regions in the "red" zone, now there are two left. In the Novosibirsk region, the average insurance payment increased by 24.9% per year, from 124.5 to 155.5 thousand rubles (49% higher than the average for the Russian Federation). The frequency of insured events decreased by 0.3 percentage points to 5.9% (41% more than the average).
In the Republic of Ingushetia, the situation was described as difficult. The values of monitoring indicators continue to increase there and are the highest in the country. For example, the average insurance payment increased by 35.9%, from 184 to 250.1 thousand rubles (2.4 times higher than the national average), and the frequency of insured events increased by 0.6 percentage points, to 8.3% (twice the average).
The Bank of Russia announced the exclusion of the Karachay-Cherkess and Chechen republics from the "red" zone on June 17. Over the past year, the republics of Khakassia, Buryatia and Sakha (Yakutia), Moscow, the Trans-Baikal Territory, the Amur Region and the Chukotka Autonomous Okrug have moved to the "green" zone. At the same time, the Republic of Mari El and the Kamchatka Territory have moved from the "green" zone to the "yellow" one.
The total share of insurance premium fees in the subjects of the Russian Federation classified in the "red" zone was only 2.1% of the Russian CTP market. At the same time, insurance payments in these regions accounted for 4.2% of the total payments in the country. Such an imbalance may indicate "the realization of high risks of illegal activity and unfair actions in this segment of the insurance market," the report clarifies.
The Central Bank of the Russian Federation also noted that by July 2025, the average CTP payment increased by 17.7% year-on-year, from 88.8 thousand to 104.5 thousand rubles.
On August 18, the Russian Interior Ministry announced that currently traffic cameras are not used to automatically check CTP policies. The agency did not specify exactly when the inspection of the avtogradanka from the cameras would be launched.
