Moskalkova told about Kiev's refusal to return eight peaceful Kuryans
Ukraine refused to repatriate eight residents of the Kursk region, which was scheduled to take place on August 22. This was reported to Izvestia by the Commissioner for Human Rights in the Russian Federation, Tatyana Moskalkova.
"This Friday, the 22nd, there was an agreement on the return of eight citizens of the Kursk region. At the same time, the Ukrainian side has previously sent us a large list of civilians who are on our territory and to whom law enforcement agencies have made certain claims for committing illegal actions. The Ukrainian side asked to select a certain number of citizens from this list in order for a simultaneous mirror action to take place," she said.
Tatiana Moskalkova added that according to international law, civilians cannot be changed, and they must be transferred to the other side without any conditions. The Ombudsman noted that, since the Ukrainian side also made such a request, they tried to fulfill it.
"Just last night (August 20 — Ed.), a message was received from the military, from the SBU, that the transfer of eight residents of the Kursk region would not be carried out this Friday. The comment was as follows: we will return the Kursk citizens a little later and announce our conditions to you," Tatiana Moskalkova said.
It is possible that the detained Kuryans have become the subject of immoral bargaining with Moscow, she believes. The Ombudsman clarified that 31 residents of the Kursk region are still in Ukraine.
But despite the complexity of the dialogue, the humanitarian corridor between the ombudsmen from the Russian Federation and Ukraine is working, Tatiana Moskalkova explained.
"Tomorrow (August 22 — Ed.), my staff will leave for the territory of Belarus, where they will meet with employees of the office of the Ukrainian Ombudsman in order to exchange letters from prisoners from relatives and friends. We mutually visit Ukrainian and Russian prisoners and try to identify and help resolve humanitarian issues. As a rule, they relate to communication with relatives," she said.
She added that the parties also agreed on mutual exchange of parcels for prisoners of war.
"We discussed the contents of these parcels, and now it is very important to get the lists in order to give the relatives and friends of our children the opportunity to write letters to them, and they will put them in this parcel for transfer to the Ukrainian side," the ombudsman said.
