Telegram and WhatsApp messengers (owned by Meta, recognized as extremist and banned in the Russian Federation) are less protected than Russian messengers. This was announced to Izvestia on August 21 by Anton Tkachev, first deputy head of the State Duma Committee on Information Policy, Information Technologies and Communications.

"If we are talking about Russian messengers, then the level of protection is higher, taking into account the fact that the state can, among other things, influence and interfere in cases of violation of laws. If we are talking about Western sites, then of course there is a little less control here," Tkachev said.

According to him, users, if they realize that they often experience cases of deception or fraud on these sites, they will simply either stop choosing one or another messenger.

In addition, the parliamentarian stressed that any international platform must comply with the laws of the country in which it operates.

"If a country, a sovereign state, is monitoring the digital space, then, of course, this surveillance is limited by law and court," Tkachev added.

Earlier, on August 14, Anton Nemkin, a member of the State Duma Committee on Information Policy and federal coordinator of the Digital Russia party project, reported that more than 52,000 offenses committed on WhatsApp and Telegram messengers had been registered by law enforcement officials since the beginning of this year, and the amount of damage from these offenses amounted to more than 106 billion rubles. He clarified that it is through these messengers that Russians are contacted in order to attract them to commit sabotage on transport, to carry out bombings or arson.
