The authorities of the Russian border regions — Bryansk, Belgorod and Kursk regions — have announced plans to hold solemn lineups dedicated to Knowledge Day on September 1, 2025. The events will be held with serious restrictions and enhanced security measures due to the high level of terrorist threat, the press services of the regional governments told Izvestia on August 22. The documents are at the disposal of the editorial office.
In the Bryansk region, where the "yellow" level of terrorist danger is in effect, it is recommended that the rulers be held in closed rooms with a limited number of participants.
"It is recommended that municipal education authorities and educational organizations hold celebrations dedicated to Knowledge Day in compliance with anti-terrorist security requirements, including in enclosed spaces, with a limited number of participants in the event and taking into account sanitary and epidemiological standards. Cases of balloons and other objects being launched into the sky should be excluded from the scenarios of festive events," the press service of the regional government said.
The press service of the Ministry of Education and Science of the Kursk region reported that the traditional lines will be held only for students of the first, fifth, ninth and 11th grades. They will be organized in enclosed spaces with a limited number of people, while the rest of the students will have their classes in classrooms.
"Additional unscheduled briefings were conducted for staff and students on security issues in educational institutions, as well as training sessions to work out actions in case of a threat of emergencies and terrorist attacks, air attacks," the report concluded.
The press service of the Ministry of Public Communications of the Belgorod region clarified that not only the "yellow" level of terrorist danger remains, but also the regime of the counter-terrorism operation (CTO), as well as a federal emergency. The final decision on the format of the lineups (face-to-face or remote) will be made at a meeting of the operational headquarters of the region closer to the date, based on the operational situation.
"When holding a solemn event in a full-time format, the access regime will be strengthened and increased protection of the territories of educational organizations will be ensured. To ensure the safe holding of celebrations on September 1, a complex of works is being carried out in educational institutions of the region," the press service summed up.
Earlier, on August 18, Russian Prime Minister Mikhail Mishustin instructed to complete all measures to prepare the educational infrastructure on time. According to him, the necessary conditions should also be created for teachers.
