Russian President Vladimir Putin signed a law on the establishment of the Rosatom state corporation in 2007, despite objections from lawyers. This was announced on August 21 by Sergey Kiriyenko, First Deputy Head of the Presidential Administration of the Russian Federation, at a festive concert dedicated to the 80th anniversary of the Russian nuclear industry in Nizhny Novgorod.

"Very qualified and competent lawyers reported to the president that this law should not be passed, because this has never happened, because it contradicts all the case law. The President listened and said, "Yes, this has never happened. But there is only one nuclear industry in Russia," and he signed the law," he said, as quoted by RIA Novosti.
