From September 1, paramedics and midwives, if there is a shortage of specialists in medical institutions, will have the right to perform the duties of attending pediatricians, internists and obstetricians—gynecologists themselves. Tamara Frolova, a member of the State Duma Committee on Health Protection, told RIA Novosti about this on August 21.

"On September 1, an order of the Russian Ministry of Health comes into force approving the procedure for assigning certain functions of the attending physician to the paramedic and midwife. Until now, their powers have been limited, but the new order legalizes the practice of delegating medical functions in the absence of specialists with higher education or a shortage of them," she said.

The deputy noted that the new rules will apply only in the framework of providing primary health care and emergency medical care. Only the head of a medical organization has the right to assign the powers of a doctor to middle-level health workers by signing an internal order, writes "Газета.Ru ".

As Frolova added, a competent healthcare professional with extensive professional experience can conduct a minimal examination of the patient and simple examinations: an electrocardiogram, an express blood sugar test, and measure intraocular pressure. Having compiled a medical history, he will refer you to the right specialist. Also, mid-level health workers can prescribe medications to the patient within the framework of approved standards.
