Which categories of state employees will receive a salary increase in the fall of 2025

In the autumn of this year, salaries are expected to increase for certain categories of employees funded from the federal budget. The relevant orders were adopted by the Russian government. Who will be affected by salary indexation, when and how much salaries will be increased in 2025, Izvestia tells.

Who will get a salary increase

The salary increase was established by a government decree dated August 1, 2025. The indexation is aimed at compensating for inflation and is based on the norm of the Labor Code (TC), which obliges employers to ensure an increase in wages due to rising prices.

Funding will come from the federal budget to the following categories of employees:

• employees of federal government, budgetary and autonomous institutions;
• employees of healthcare, education, culture, social protection, science and archives;
• civilian personnel of military units and equivalent structures.

Formally, the wage increase reflects the budget policy to maintain the level of wages in the public sector, the State Duma explained.

They added that the order does not affect employees of regional and municipal institutions, whose salary increases are determined by local authorities. Indexing is also not provided for employees of private companies.

Salaries of state employees are indexed annually in accordance with federal regulations. This year, the salary increase will take place on October 1.

How much will salaries increase from October 1

Salaries of employees will increase by 7.6% of the current official salary, excluding incentive and compensation payments. You do not need to apply for a promotion. All surcharges will come automatically.

Additionally, it is worth noting that by October 1, 2025, the Russian Ministry of Defense proposed to establish an increase in the monetary allowance of military personnel by a similar amount — 7.6%. However, this project is still at the approval stage.

Earlier, Izvestia reported on the new rules for calculating average monthly earnings, which will begin to operate in September.
