The State Duma proposed to abolish fines for riding on motorcycle lanes
The State Duma has developed a bill that proposes to allow drivers of motorcycles, mopeds and vehicles carrying people with disabilities and children with disabilities to move along designated lanes for public transport. The document has been sent to the government for feedback, Yaroslav Nilov, the author of the draft, head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, said in his Telegram channel on August 20.
The bill provides for amendments to Article 12.17 of the Administrative Code of the Russian Federation, according to which drivers of the above-mentioned vehicles are exempt from administrative responsibility for driving along the allocated roads.
The deputy argued that the access of motorcyclists to designated areas can reduce the risk of accidents, since they "are constantly forced to maneuver in dense traffic, and this is what unnerves other road users and provokes accidents."
"Being in traffic jams for a long time does not have the best effect on the mood and health of people with disabilities. Therefore, allowing cars transporting them to be allocated is an objective necessity," Nilov also noted.
In Moscow and St. Petersburg, the amount of the fine for driving in the designated lane is 4.5 thousand rubles, in the regions — 2.25 thousand rubles.
Earlier, on July 15, it was reported that the Russian Ministry of Transport had prepared a bill according to which all regions would have the right to determine the list of buses that can travel in designated lanes for public transport. We are talking about vehicles weighing over 5 tons and with a capacity of more than eight passengers. Currently, only the cities of federal significance — Moscow, St. Petersburg and Sevastopol - have the authority to determine the list of buses for driving along the allocated areas.
