The expert appreciated the new measures of regulation of tariffs for technical inspection

The methodology of the Federal Antimonopoly Service (FAS) on the regulation of prices for technical inspection (maintenance) will not allow charging excessive amounts from citizens. It should ensure uniformity of tariff setting across the country. Oleg Moskvitin, partner of Delcredere and member of the Public Council at the Federal Antimonopoly Service of Russia, told Izvestia on August 20.

"It should be noted that the powers of the FAS of Russia do not directly relate to the establishment of tariffs for inspection, this is done by the authorities of the subjects. The Antimonopoly Service approves a methodology for calculating the maximum amount of fees for conducting maintenance, which authorities in the regions are required to follow. The methodology should allow and provide operators with sufficient payment for their activities, prevent the collection of excessive amounts from citizens, as well as ensure uniformity of tariff setting across the country. This is its meaning and necessary function," Moskvitin explained.

According to him, the current changes to the methodology, which are currently under interdepartmental approval, and public discussions have been held twice before, are dictated by objective circumstances.

"Firstly, these are legislative changes - maintenance services are now subject to VAT. Secondly, there is the inflation that has occurred over the past period and should be taken into account in future tariffs," the expert noted.

Earlier in the day, it was reported that the minimum allowable price for the technical inspection of a passenger car from 2026 may increase from 913 rubles to 1.3 thousand rubles. In particular, it is planned to introduce for the first time the maximum price of inspection for trams and trolleybuses — 1,71 thousand rubles per inspection of each vehicle.
