The ex-deputy of the Krasnoyarsk Territory was detained for fraud of more than 480 million rubles

The former deputy of the Evenki district of the Krasnoyarsk Territory was detained on suspicion of fraud in the amount of more than 480 million rubles. This was announced on August 20 by the Investigative Department of the Investigative Committee of Russia (SU TFR) for the region in its Telegram channel.

"In the period from October 2016 to January 2021, the suspect, acting in conjunction with currently unidentified persons, developed a criminal scheme for embezzlement of budget funds. The CEO conducted fictitious purchases to conclude oil supply contracts, which involved two organizations under her control," the report said.

It is noted that the suspect provided the Evenki district administration with documents containing false information about the amount of utility bills in order to subsequently receive subsidies in the form of compensation for part of the cost of public utilities.

In total, as a result of criminal activity, material damage in the amount of more than 480 million rubles was caused. According to the investigation, the suspect and her accomplices made their own arrangements.

A criminal case was opened on this fact under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale committed using official position by a group of persons by prior agreement").

According to the Investigative Committee of the Krasnoyarsk Territory, the suspect was detained and taken into custody. All the circumstances and persons of the crime are currently being established.

Novitsky was placed under house arrest on June 22 for two months. He is accused of committing six crimes under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale").

Later, on June 24, it was reported that Konstantin Beirit, director of the Russian Funds investment group, and Sergey Vasiliev, co-owner of the company, were detained in the Tver Region as suspects in the case. They were placed under house arrest. The investigation believes that the businessmen colluded with Novitsky during the sale in 2016 of the First National Pension Fund (NPF), from which 3 billion rubles were stolen.

According to investigators, Novitsky, along with his accomplices, developed a criminal scheme to steal funds from JSC NPF Ural FD under the guise of buying liquid securities. The plan was to purchase assets at an inflated cost using the pension reserves and pension savings of the fund's participants.

On August 12, it was reported that the amount of embezzlement in the case of businessman Novitsky exceeded 9 billion rubles. It is specified that creditors' claims against Novitsky amount to almost 12 billion rubles.
