A document on the nomadic lifestyle of small-numbered peoples will be approved in Russia

A special document will be established in Russia, which will confirm the nomadic lifestyle of a number of small-numbered peoples. Such a bill was approved on Tuesday, August 19, by the government commission on legislative activity, sources in the Cabinet of Ministers told Izvestia.

The draft federal law "On Amendments to Article 6.1 of the Law of the Russian Federation "On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Residence and Residence within the Russian Federation" was considered, said Gruzdev, Chairman of the Board of the Russian Bar Association.

"A draft amendment to an article on the specifics of registration at the place of residence of citizens belonging to small indigenous peoples leading a nomadic or semi-nomadic lifestyle is under consideration. Thus, the current version of this article stipulates that in order to register at the place of residence, a Russian citizen belonging to an indigenous small-numbered people and leading a nomadic (semi-nomadic) lifestyle must submit to the registration authority, among other things, a document confirming the conduct of this citizen's nomadic (semi-nomadic) lifestyle, issued by the local government of the relevant municipal formation in accordance with the procedure established by the authorized federal executive body. However, currently the procedure for issuing such a document has not been established," he said.

Gruzdev added that the draft law under consideration proposes to empower the government to determine the federal executive authority authorized to establish the procedure for issuing a document confirming the fact that a citizen leads a nomadic and (or) semi-nomadic lifestyle.

"The draft law is aimed at eliminating gaps in legislation and legal uncertainty in order to protect the rights of indigenous small—numbered peoples of the Russian Federation, in particular, those who traditionally lead a nomadic and semi-nomadic lifestyle," concluded the Chairman of the Board of the AYUR.

On May 11, Russian Prime Minister Mikhail Mishustin approved an updated concept for the sustainable development of indigenous peoples until 2036. The implementation of the document will begin on January 1, 2026 and will affect the peoples of the North, Siberia and the Far East.

According to the Cabinet of Ministers, it is planned to create a comfortable living environment: improved communication and Internet access, expansion of the network of multifunctional public service centers and development of medicine using telemedicine technologies.
