The State Duma proposed to introduce an analogue of CTP for scooters
In Russia, it was proposed to explore the possibility of introducing special insurance for users of personal mobility equipment (SIM), including electric scooters, which would work on the principle of CTP, but would be voluntary. The proposal was sent to the head of the Bank of Russia, Elvira Nabiullina, TASS reported on August 19.
According to the initiative, such an insurance product should provide for long-term life and health insurance of the SIM user and liability to third parties, as well as compensation payments in connection with damage to other people's health, property or infrastructure.
The authors of the idea noted that kicksharing services usually include a minimum basic insurance product in their services with the possibility of its voluntary expansion. Full-fledged conditions often include only an extended, expensive option. At the same time, insurance guarantees are not provided for personal SIM cards and those owned by legal entities (including delivery services).
As a result, road users and urban infrastructure facilities are not protected from SIM users, and practically any accident involving them "leaves victims (especially pedestrians) virtually unable to recover any damage," they explained.
Earlier, on August 5, Izvestia found out that Russian kicksharing companies are introducing ratings for their clients that affect the speed at which they are allowed to drive electric scooters.
On July 10, the State Traffic Inspectorate reported that in 2025, Moscow recorded a 59.8% decrease in the number of road accidents involving personal mobility aids (IMS) compared to the same period last year.
