North Korean Leader Kim Jong-un noted the need to build up defense capabilities and condemned the joint exercises of the United States and South Korea Ulchi Freedom Shield. This was reported by the KCNA news agency on Tuesday, August 19.

"Calling the resumption of joint military exercises between the United States and the Republic of Korea a clear manifestation of the intention to remain extremely hostile and confrontational towards the DPRK, Kim Jong—un stated that the strengthening of military ties between the United States and the Republic of Korea and the demonstration of force are an obvious manifestation of their desire to foment war," the publication says.

The head of the DPRK also noted that the seriousness of what is happening is increasing, since these exercises are working out mechanisms that may be related to nuclear weapons. In such circumstances, the development of defense capability is necessary.

"Important measures to accelerate the build—up of the country's defense capability will, of course, be taken constantly, and the DPRK's firm will and ability to defend the country's sovereignty and security will be expressed in practical actions," the KCNA replied.
