Over 470 thousand illegally employed workers have been identified in Russia
In the first half of 2025, more than 470 thousand illegally employed workers were identified in Russia. This was reported to Izvestia by the Rostrud press service. For comparison, from January to June 2024, about 370 thousand of them were found.
It is noted that we are talking about incorrectly executed employment contracts with employees, as well as their absence, said Olga Belenkaya, head of the Macroeconomic Analysis Department at Finam. According to her, they also include payments "in an envelope" and an unofficial part—time job. According to Vladimir Chernov, analyst at Freedom Finance Global, shadow employment is most common in such sectors of the economy as construction, services, catering and retail.
Both sides of the employment relationship — the employee and the employer — have risks from this. However, the position of the employee turns out to be more vulnerable — he loses pension savings, paid sick leave and maternity leave, Chernov noted. The expert clarified that in the event of a conflict, a person will not be able to protect their rights.
At the same time, responsibility for violations of labor laws mainly lies with the employer. For example, there is a risk of an administrative fine of up to 100,000 rubles, as well as criminal liability.
The increase in the number of workers employed illegally shows that the authorities are paying close attention to this problem, said Lyudmila Ivanova-Shvets, Associate Professor of the Basic Department of Human Resources Management at the Plekhanov Russian University of Economics, Chamber of Commerce and Industry of the Russian Federation.
