"In Russian cities and towns, the placement of flowers on balconies is regulated not by federal, but by regional and municipal regulations...> The restrictions relate mainly to where exactly the pots can be placed. The exterior of the railing or the facade of the building are considered common property of an apartment building, and it is prohibited to attach objects to them without the consent of the owners and the management organization," the expert said in an interview with the "Paragraph".
He added that in some cities, landscaping rules explicitly state that the installation of flower boxes on the outside of windows or balconies is allowed only in agreement with the administration, and violation of such requirements entails administrative liability.
"In Moscow, for example, they can be fined from 3 to 5 thousand rubles for this, in the Moscow region — from 1 to 5 thousand rubles. If the pot falls and causes damage to people or property, you will have to compensate for the damage in full, and with serious consequences, a criminal case is possible. Therefore, it is safer to keep plants inside the balcony or on the window sills, without taking them outside the fence," concluded Bondar.
