The Ministry of Internal Affairs denied the beginning of the CTP check using traffic cameras

Currently, traffic cameras are not used for automatic verification of CTP policies. This was reported on August 18 by Kommersant with reference to the response of the press center of the Ministry of Internal Affairs of Russia.

The fact that in some regions the availability of a valid CTP policy is allegedly already being checked using cameras to record traffic violations was previously reported in the media, the newspaper notes. Among other things, it was about the launch of such control in the Novosibirsk region from July 16.

The Ministry of Internal Affairs of the Russian Federation did not specify exactly when the inspection of the avtogradanka from the cameras would be launched. According to the publication, the completion of departmental databases for the new functionality will last at least until October 2026.

The proposal to introduce automatic verification of the availability of CTP policies for car owners using photo and video cameras was publicly discussed at a meeting of the State Council in the spring. Following the meeting, Russian President Vladimir Putin instructed to improve the administration of such violations by ensuring the use of photo and video recording tools for these purposes. The deadline for execution of the order is November 1, 2025.

The penalty for driving without CTP is defined in Article 12.37 of the Administrative Code of the Russian Federation. The amount of the penalty ranges from 500 rubles to 5,000 rubles, depending on the circumstances.

On July 1, the Ministry of Finance of the Russian Federation reported that the system for checking drivers for an existing CTP policy in automatic mode from traffic cameras will work until November 1 of this year. The ministry then noted that the date of the beginning of bringing drivers to justice for their lack of a CTP policy with the help of cameras has not yet been determined.
