The State Duma denied information about new bans for summer residents
The amendments to the gardening law, which will take effect on September 1, are explanatory in nature and do not add new restrictions, since entrepreneurial activity in suburban areas has already been considered illegal. This was announced on August 18 by Yulia Ogloblina, Deputy chairman of the State Duma Committee on Agrarian Issues.
"Any entrepreneurial activity in gardening and gardening areas has already been banned since January 1, 2019. The amendments, which come into effect on September 1, 2025, are of a clarifying nature and are aimed at bringing the law into line with <...> a number of federal laws," she shared in an interview with TASS.
Ogloblina confirmed the existence of cases of illegal use of plots in farming co-ops. The reasons for this are low taxes on land, which makes them attractive for businesses such as hotels, warehouses, car services, parking lots and cafes.
"But any business activity on such sites is not allowed. Therefore, the practice of such use is considered illegal," the deputy recalled.
She said that summer residents often complain about the proximity to commercial facilities that worsen their vacation. Such illegal use also leads to a shortfall in land taxes by local budgets and other tax violations.
"Therefore, if you see that someone is using land plots for business activities, you first need to contact the board of the partnership so that a conversation can be held with the violator," the deputy stressed.
Ogloblina recalled that in order to improve the recreation conditions of citizens, amendments were made to the legislation on gardening. Now, by decision of the general meeting, members of the partnership can sell grown products on public lands in a farming co-op using temporary retail outlets.
