The proposal to legislate the obligations of Russians to prepare households for gas connection with free gasification requires additional study with the involvement of experts. This was stated to Izvestia by the Ministry of Energy of the Russian Federation.
Earlier, senators made a corresponding recommendation, it follows from the resolution of the Federation Council following the results of the "parliamentary hour" with Russian Energy Minister Sergei Tsivilev.
The Ministry of Energy noted that the algorithm of actions necessary for connection to gas distribution networks has already been developed and prescribed in the relevant rules. It is emphasized that some categories of people — for example, veterans, the disabled, large families and low—income citizens - are provided with subsidies in the amount of at least 100 thousand rubles for home ownership on behalf of Russian President Vladimir Putin. In 2025, financing of up to 1 billion rubles is provided for these purposes.
"Social support measures have been introduced in 79 regions of Russia to compensate citizens for the costs of connecting homes to gas. The budget for social support in 2025 was allocated 5.7 billion rubles," the press service clarified, adding that the pre-gasification measures are indefinite, which means that the achieved indicators will grow.
In turn, the Federal Antimonopoly Service assured that the FAS immediately responds to the detection of violations of the rights of citizens and entrepreneurs by gas distribution organizations.
"The issue of regulatory consolidation of obligations to prepare households for gas start—up within the framework of pre-gasification will be worked out by the interested federal executive authorities," the press service concluded.
Earlier, on July 16, it was reported that as part of a large-scale social gasification program in the Kostroma, Tambov, Rostov regions, as well as the Perm Region, such social facilities as schools, kindergartens, and sports complexes were connected to the networks. Chairman of the Federation Council Valentina Matvienko stressed the strategic importance of the project and noted that the quality of life in the regions would be much higher thanks to the efforts of energy companies.
