The State Duma proposed to tighten responsibility for the delivery of products without medical records

The State Duma is working on initiatives related to banning people with criminal records from working as couriers and increasing administrative responsibility for delivering groceries without medical records. This was announced on August 15 by Chairman of the State Duma Vyacheslav Volodin.

"We are currently working on a number of legislative initiatives, including: the establishment of a ban on courier activities by persons with a criminal record for certain crimes, increasing administrative responsibility for the delivery of food without a medical record," follows from the publication in the Telegram channel.

In addition, the Chairman of the State Duma drew attention to the decision of the St. Petersburg authorities to ban migrants from working as couriers. He pointed out that similar measures had previously been introduced against taxi drivers. In total, he said, courier activities for foreign citizens working under patents were banned in 32 regions.

Volodin also stressed that the regions may introduce mandatory certification of couriers and taxi drivers to check the level of the Russian language and knowledge of the rules of public behavior.

The Governor of St. Petersburg, Alexander Beglov, signed a decree on the restriction of attracting foreigners to work as couriers. The city government stressed on August 11 that the decision was aimed at combating shadow employment, improving the quality and safety of services in the courier sector, as well as creating new jobs for Russian citizens.
