The number of launches of new luxury complexes in Moscow has sharply decreased

From January to July 2025, only six new projects, including one building in existing complexes, received construction permits in the Moscow luxury real estate market (premium and deluxe segments). Whitewill analysts told Izvestia about this on August 15.

It is specified that this is 53% less than in the same period of 2024, when 13 facilities began to be built. In terms of classes: premium dropped by 63% (from eight to three projects), the decrease in deluxe was less than 40% (from five to three projects).

The volume of new construction in 2025 amounted to 114.3 thousand square meters, which is 60% less than in the same period last year, when RnS received projects totaling 287.8 thousand square meters. m. The volume of premium segment real estate fell by 61% from 208.4 thousand square meters in January-July 2024 to 81.4 thousand for the same period in 2025. The volume of deluxe rooms decreased slightly less — by 59% from 79.3 thousand square meters to 32.9 thousand, respectively.

"Due to the high cost of financing, the high key interest rate and the lack of effective mortgage programs, most developers prefer to postpone the start. In some cases, the sites are stored in the portfolio with the expectation of resale, as it has already happened before," said Ekaterina Levina, Whitewill's top broker.

At the same time, supply volumes continue to grow. In June 2025, 7.3 thousand lots in 96 projects were on sale in the primary market of premium and deluxe segments. A year earlier, 5.8 thousand facilities were offered in 99 complexes, which is 21% less. This dynamic is explained by the entry of large residential complexes into the market in the second half of 2024, as well as the increased exposure in complexes already under construction.

Dmitry Khalin, Managing partner and CEO of Intermark Urban Real Estate, told Izvestia on July 28 that after reducing the key rate to 18% by the end of the year, prices for luxury housing in Moscow could rise by 15% and demand would increase by 25%. Currently, mortgage rates are at around 24%, but they are expected to decrease to 20-22%. Although this is still considered a high indicator, such a decrease will allow some buyers to take advantage of mortgage loans.
