School fees are not legal if the initiator is not the parents themselves and the money is collected for extracurricular activities. This was stated by Viktor Panin, chairman of the All—Russian Society for the Protection of the rights of Consumers of educational services "Decent education for Russian Citizens" on August 14 at the Izvestia press center during a press conference on the topic: "What changes are waiting for Russian schools in the new academic year?"

"The school is provided with budgetary funds. She must provide everything necessary, starting with security and cleaning. It gets ridiculous when parents start collecting money for it — these are all illegal actions of the administration," he said.

According to him, there is no guarantee that the funds collected from the parents will be used for the stated purposes. If money is demanded from parents, it is necessary to contact the school directly, where an internal investigation should be conducted. Panin noted that it is necessary to apply to the school in writing.

On April 15, the Ministry of Education of the Russian Federation approved standards for homework completion for elementary school students. It was noted that students should spend one hour on homework in the first grade, one and a half hours in the second and third grades, and two hours in the fourth grade.
