France to extradite Islamic State militant to Russia

France is extraditing Ruslan Botashev, a militant of the Islamic State (IS, a terrorist organization banned in the Russian Federation) (listed as a terrorist and extremist on the territory of the Russian Federation) for criminal prosecution in Russia. This was announced on Wednesday, July 13, by the Prosecutor General's Office of the Russian Federation.

"Botashev, intending to join the ranks of illegal armed groups, arrived at the Muaskar Sabri militant training camp in the Syrian Arab Republic, where he received daily military training from early November to mid—December 2014," the ministry's website said.

In 2015, he participated in the protection of IG engineering units engaged in mining underground tunnels in Aleppo. Botashev was put on the international wanted list in 2016, and in 2018 he was detained in France.

It is clarified that Botashev is being extradited to Russia to face criminal charges under Article 205.3 of the Criminal Code of the Russian Federation ("Undergoing training in order to carry out terrorist activities") and Part 2 of Article 205.5 of the Criminal Code of the Russian Federation ("Participation in the activities of an organization that is recognized as terrorist").

At the end of July 2025, France confirmed its readiness to extradite him to Russia. Botashev will be transported to Moscow via Turkey, accompanied by FSIN and Interpol officers.

On August 9, two of the nine members of the terrorist cell uncovered in Moscow were detained in Uzbekistan. It was established that, among other things, the defendants through the messenger were members of virtual groups with extremist ideology of international terrorist organizations (ITO). They also distributed materials that called for a violent change in the current political system, and the corresponding actions contradict the Constitution of Uzbekistan.
