Azerbaijan and Armenia have published an initialed 17-point peace agreement
The Ministries of Foreign Affairs of Azerbaijan and Armenia have published for the first time the text of the initialed peace agreement between Yerevan and Baku. The document, published on August 11, consists of 17 paragraphs.
"[The parties] agreed to establish peace and interstate relations among themselves <...>, confirming that the borders between the Soviet Socialist Republics of the former USSR have become the international borders of the respective independent states and have been recognized as such by the international community," the text says.
According to the document, Azerbaijan and Armenia agreed to recognize and respect each other's sovereignty, territorial integrity, inviolability of international borders and political independence.
The parties also confirmed the absence of territorial claims at the moment and stressed that they would not raise them in the future. Baku and Yerevan have also agreed not to take actions aimed at violating each other's political unity or territorial integrity.
In addition, Baku and Yerevan agreed to refrain from using force or threats and ruled out allowing a third party to take appropriate actions, and also agreed not to interfere in the internal affairs of the states.
It is expected that the parties will establish diplomatic relations, negotiate in good faith, will not deploy forces of third countries along the common border, and will implement mutually agreed security and confidence-building measures.
"The parties condemn and combat intolerance, racial hatred and discrimination, separatism, violent extremism and terrorism in all their manifestations. <...>, undertake to investigate cases of missing persons and enforced disappearances that have occurred during the armed conflict <...>, and recognize the importance of investigating the fate of these persons," the agreement says.
It is specified that Baku and Yerevan can also conclude agreements in areas of mutual interest. At the same time, it is noted that both countries cannot refer to domestic legislation in case of non-fulfillment of the agreement. The parties guarantee the full implementation of the points of the document and establish a bilateral oversight commission.
According to the publication, the agreement comes into force after the exchange of documents that notify the completion of internal procedures.
Earlier, on August 8, Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev signed a declaration on the peaceful settlement of the conflict. During the meeting in Washington, they agreed to end the confrontation and resume diplomatic relations. Later, Pashinyan said that Yerevan and Baku established peace by signing documents in the United States.
Later, on August 11, Russian President Vladimir Putin, during a telephone conversation with the Prime Minister of Armenia, expressed his readiness to contribute to the normalization of relations between Baku and Yerevan. In addition, the Russian leader stressed the importance of steps that contribute to ensuring sustainable peace between Azerbaijan and Armenia.
