A resident of Stavropol starved two shepherds to death while he was at work
A resident of the Stavropol Territory starved two dogs to death while he was at work. A criminal case has been opened, the press service of the regional headquarters of the Ministry of Internal Affairs reported on Monday, August 11.
The incident occurred in the village of Zarya. Three Caucasian shepherds lived in a closed enclosure with a 57-year-old man. His neighbors contacted the police because the dogs were whining and making it difficult to live peacefully. The residents asked the owner to explain the rules of handling animals.
The police officer found out that the owner of the dogs was working on a farm in a neighboring village. In an interview with a police officer, the villager assured that he keeps dogs to guard the house and regularly comes home to feed them.
However, soon the shepherds began to bother the neighbors again, and their owner stopped contacting them. Law enforcement officers raided him and found the corpses of two pets in the outbuildings. They spent two weeks indoors in the heat without water or food. Another dog survived, as he ran around the yard and was fed through the fence.
A criminal case was opened against the Stavropol resident under paragraph "d" of Part 2 of Article 245 of the Criminal Code of the Russian Federation "Cruelty to animals". He faces up to five years in prison, writes IA StavropolMedia.
In early July, the Russian government signed an action plan to tighten responsibility for the treatment of pets. The program includes the development of a number of federal laws. In particular, they will provide for the regulation of the maintenance of domestic and wild animals and a system for responding to the threat of harm to them.
