The disarmament of the Palestinian Hamas movement, the release of hostages, the demilitarization of Gaza and the transfer of security control in the region to Israel represent a difficult task for Tel Aviv with high risks. This was stated on August 11 by political analyst Dmitry Brije to Izvestia.
"The disarmament of Hamas, the release of hostages, the demilitarization of Gaza, the transfer of security control in the region to Israel and an alternative civilian administration means a transition to a long-term model of crisis management under de facto Israeli military control, while the civilian bloc is assumed to be external to both Hamas and the Palestinian authority. This is not a private declaration, but the recent Cabinet decisions on the preparation of the Gas seizure are behind it. If Israel assumes the security function of the sector, the consequences will be at least three—tiered," the expert said.
In his opinion, an extended occupation regime may arise at the first level, which will be accompanied by the permanent presence of the IDF and control over key borders. However, it will also provoke sustained resistance from underground groups, which will lead to high costs for troop rotation and increase the risk of a protracted conflict.
At the second level, as the political scientist pointed out, Israel will bear legal obligations as a state controlling this territory under international humanitarian law. This will create additional difficulties in providing basic services and access for humanitarian convoys.
"Egypt, Qatar, Jordan and the Gulf states will gain more influence as donors, but they will need a reciprocal political framework, albeit minimal in terms of political governance and the horizon of statehood, without which it will be difficult for them to legitimize participation," he added.
In addition, he said that successful disarmament of Hamas would require a combination of military, police, and political and economic instruments integrated into the post-war governance architecture.
On August 10, Israeli Prime Minister Benjamin Netanyahu and US President Donald Trump discussed plans to capture the remaining Hamas strongholds in the Gaza Strip. It is planned to disarm the Palestinian movement, release hostages, transfer control over security in the region to Tel Aviv and create an "alternative civilian administration" in the sector.
