The Ministry of Finance and telecom operators have developed a technical scheme under which Russians will be able to access the mobile Internet under restrictions. This was announced to journalists on August 7 by the head of the department, Maksut Shadaev, at the Digital Evolution conference.

"The Ministry of Finance, together with the operators, has prepared a technical scheme for citizens' access to the mobile Internet under restrictions. That is, when a captcha is blocked, users will be able to access the whitelist of massively demanded services at the same speed," TASS quoted him as saying.
