The previous administrative burden on Russian teachers was an outrage. This was announced on August 6 by Russian Prime Minister Mikhail Mishustin at a meeting with the head of Rosobrnadzor, Anzor Muzaev.

"We regularly compare hours with you to reduce the administrative burden on teachers. Because it was an outrage," Mishustin said.

According to him, teachers spent more time filling out various forms than on direct supervision of lessons. He also added that Rosobrnadzor was dealing with this problem, and asked Muzaev to report on the results of the work.

Earlier that day, the Ministry of Education and Science of the Russian Federation set how many hours a teacher should work at school, depending on his qualifications and salary. According to the Ministry's law, the average teacher must work 18 hours a week.
