The largest Russian kicksharing operators have begun to implement a user rating system that directly affects the permissible speed of movement on electric scooters. Representatives of these companies informed Izvestia about this on August 5.
According to a Whoosh service representative, since the end of May, some customers have already received a scoring score that determines access to full speed mode — up to 25 km/h. Thus, 89% of the company's users have a rating that allows them to use the maximum characteristics of personal mobility equipment (SIM). For 11% of clients, the Sport mode is unavailable due to insufficient data.
In addition, less than 1% of customers received a reduced rating and a speed limit of 18-20 km/h due to violations, including aggressive driving and improper parking.
"In case of proven violations of the rules, the service still applies sanctions: fines or blockages," the company explained.
An industry source stressed that it usually takes several weeks to accumulate sufficient information to assign a rating. However, for this reason, the speed is limited for about 6% of users.
MTS Yuret added that the rating system is still being tested, but it will soon cover all users. In case of violations, customers will lose points, and the speed of their scooters will automatically decrease to 18-20 km/h.
On July 17, Pavel Fedyaev, first deputy chairman of the State Duma Committee on Transport and Transport Infrastructure Development, announced that a complete ban on the use of electric scooters would not be introduced at the federal level in the Russian Federation, and the regions could decide on a ban.
On July 14, Blagoveshchensk Mayor Oleg Imameev announced the introduction of a complete ban on the rental and use of electric scooters and other SIM cards. He clarified that the decision was made due to numerous security violations.
