The Public Chamber warned about fines for cleaning the apartment in the evening

Russians living in apartment buildings may face fines for making too much noise from household appliances, such as a washing machine or vacuum cleaner, in the evening and at night. Evgeny Masharov, a member of the commission of the Public Chamber of Russia for the public examination of draft laws and other regulations, told about this on August 5.

"If the sound from the washing machine or vacuum cleaner exceeds the permissible limits, it can be considered a violation and a fine can be issued. I would like to draw your attention to the fact that the State Duma is currently considering a federal law on silence, which should introduce uniform rules throughout the Russian Federation. The draft includes a ban on noise from 23:00 to 07:00, daytime quiet hours from 13:00 to 15:00, restrictions on repairs from 09:00 to 19:00 on weekdays and fines for violators," he said in an interview with RIA Novosti.

It is noted that the bill is currently under consideration.

Noise prohibited during the time of silence includes the sounds of repairs, loud music, songs and parties, and the operation of household appliances. You may also be liable for overly audible sounds made by pets, such as barking or meowing.

"According to Article 6.4 of the Administrative Code of the Russian Federation, violation of the regime entails administrative responsibility. Noisy neighbors will have to pay from 500 to 1 thousand rubles. Officials will pay from 1 to 2 thousand rubles. For individual entrepreneurs without forming a legal entity, the fine will range from 1 to 2 thousand rubles and suspension of activity for up to 90 days," Masharov recalled.

For administrative persons, a fine of 10 to 20 thousand rubles is provided and the suspension of activities is also for 90 days.

Russians who encounter violations of the law can contact the police and the management company with a complaint. You can also file a claim with the court for compensation for moral damage.

On June 11, Senator Olga Epifanova, the arbitration manager of the Ministry of Justice of Russia, said that a fine of 80 thousand rubles could be imposed for violating silence in an apartment building. In order to stop violations, citizens can contact the police for prompt recording, to the district police officer or to the management company.

On May 10, Roskachestvo reminded Russians about the regime of silence in dachas. The ministry stressed that noise is usually considered to be shouting, whistling, singing, loud music, sounds of pyrotechnics, repair work, howling of pets, as well as other sounds that disturb the tranquility of neighbors.
