The Federation Council explained the reason for writing off debts of developing countries to the Russian Federation

Russia has consistently provided assistance to developing countries, in particular, writing off their debts in order to freely continue further cooperation. This was announced on April 4 by Konstantin Kosachev, Deputy Chairman of the Federation Council.

He clarified in a conversation with TASS that the bulk of these debts originated in the Soviet era, when the country provided assistance to developing countries by issuing "irrevocable loans." At that time, the country understood that this form of assistance was a kind of payment for a well—made ideological choice, and that this money would never return to its economy.
