The Russian State Traffic Inspectorate is working on legislation that will legalize digital driver's licenses and vehicle registration certificates. This should happen in the next three years, TASS reported on August 1, citing Mikhail Chernikov, head of the State Traffic Inspectorate.

"We are already working on legislation, we will tighten up all this in terms of the fact that it will be an official document that you have the right to present," Chernikov said.

Now in the mobile application "Gosuslugi. Auto" is already available for verification of a digital copy of the license of the CTC, but in paper form these documents must still be with the driver. According to Chernikov, the agency strives to transfer the provision of services through the State Traffic Inspectorate to "Public services. Auto", so that Russian motorists have to contact traffic police units less often.

He noted that the application "Public Services. Auto, which allows you to have an electronic driver's license and an ETS, has already been downloaded by 14 million people. Now, for example, it allows you to draw up a purchase and sale agreement, which reduces the risks of fraud.

On July 31, Russian President Vladimir Putin signed a law that introduces new state duties for car owners from September 1, 2025 and increases a number of existing ones. According to the law, about one and a half dozen charges related to motorists will be increased. For example, the cost of issuing a driver's license will double to 4 thousand rubles for an old—style license and 6 thousand rubles for a new one.
