Putin approved a law on the obligation of landowners to fight hogweed
Russian President Vladimir Putin has approved a law that obliges land owners to combat Sosnovsky hogweed and other invasive (alien) plants. The relevant document was published on the official Internet portal of legal information on July 31.
According to the amendments to the Land Code, dangerous types of invasive plants include viable plants of any kind that pose a threat to human life and health and the environment. The bill was passed in order to prevent their uncontrolled spread.
It is noted that landowners must independently carry out the processing of the site.
"Right holders of land plots and holders of public easements are required to take measures to protect the environment from the spread of dangerous types of invasive (alien) plants and to destroy such plants," the text of the law says.
The new rules will come into force on March 1, 2026.
Yevgeny Masharov, a member of the Public Chamber's commission on public expertise of draft laws and other regulations, said on July 27 that cluttering up a suburban or other land plot would threaten the owner with a fine of up to 50,000 rubles. The Law on Land Development entered into force on March 1, 2025. The criteria for abandonment of the site will be applied from September 1 of the same year. The government has set criteria for abandonment, and the owner is given three years to bring the new site into a ready-to-use condition.
