Putin signed a law on collecting undisputed tax debts without trial
Russian President Vladimir Putin has signed a law on the extrajudicial collection of debts on taxes and fines, if they are not disputed by the taxpayer. The relevant document was published on the official Internet portal of legal information on July 31.
Now the tax authorities will be able to collect from individuals who are not individual entrepreneurs arrears on taxes, insurance premiums and fees, as well as fines, penalties and interest out of court. At the same time, the amount of debt should not exceed the negative balance of the unified tax account. If there is a dispute, the collection of such debts from the taxpayer can only be carried out in court.
The new rules will take effect on November 1, 2025.
On July 23, Putin supported the proposal to exempt payments to participants of the Zemsky Trainer program from taxation. The corresponding idea was voiced by Deputy Prime Minister Dmitry Chernyshenko. According to the Deputy Prime Minister, the need for trainers in rural areas now stands at about 3,000 people.
