Starting from August 1, 2025, subscribers in Russia will have the right to permanently abandon promotional SMS and calls through their personal account or the carrier's application. These changes are consolidated by amendments to the law "On Communications" and are aimed at strengthening protection against fraudsters. Igor Bederov, founder of the Internet Search company, NTI SafeNet market expert, told Izvestia about this on July 31.
"Additional restrictions are being introduced for legal entities. Banks, marketplaces, and government agencies are now prohibited from using foreign messengers to communicate with customers — they will need Russian counterparts. Since September 1, operators are required to label calls from organizations and sole proprietors so that subscribers can see the source of the call," he explained.
According to the expert, the new rules create a mechanism for bringing unscrupulous messengers to justice. However, the effectiveness of the fight against spam will depend on the position of the operators and the regulator. Spoofing calls and automatic mailings are particularly difficult, but user complaints help to create databases for filtering.
He recommended that subscribers, when receiving spam after a refusal, forward a message to the unified number 1911 (works for all operators), complain through their operator's application, and if there is no response, contact the RCN through the website or hotline. In case of systematic violations, compensation for moral damage can be sought through the court.
"The main advantage of the new rules is the emergence of a real mechanism for influencing spammers through penalties against operators," Bederov said.
He stressed that this should significantly reduce the volume of unwanted advertising mailings, which are often used by fraudsters to deceive citizens.
On July 29, it was reported that Russians, in accordance with the law, which will come into force on August 1, will be able to independently opt out of mass mailings. This was announced by Anton Nemkin, a member of the State Duma Committee on Information Policy, federal coordinator of the Digital Russia party project.
