Putin signed a law on new duties for drivers

Russian President Vladimir Putin has signed a law that introduces new state duties for car owners from September 1, 2025 and increases a number of existing ones. The document is posted on the official Internet portal of legal information.

According to the law, about one and a half dozen fees related to motorists will be increased. For example, the fee for obtaining a vehicle passport is increased from 800 to 1.2 thousand rubles. Making changes to a previously issued passport will cost 525 rubles instead of 350 rubles. The fee for issuing a vehicle registration certificate (CTC) is tripled: up to 1.5 thousand rubles in a paper version and up to 4.5 thousand rubles on a plastic carrier.

Among other things, the cost of issuing a driver's license will double to 4 thousand rubles for an old—style license and 6 thousand rubles for a new one. The fee for issuing license plates will increase from 2 thousand to 3 thousand rubles. The fees for issuing a certificate of compliance with the safety requirements of a vehicle structure (SBCTS) with the amendments made to it (up to 4.5 thousand rubles) and for issuing a permit for making changes to the design of a wheeled vehicle in service (up to 3 thousand rubles) will increase threefold.

In addition, a state fee is being introduced for entering information into the unified automated inspection information system (UAISTO) when issuing a diagnostic card in the amount of 500 rubles. The state duty for an extract from the state register of vehicles is set at 50 rubles (now the service is provided free of charge). The fee for issuing an opinion on the compliance of the educational and material base of the driving school with the established requirements will amount to 15 thousand rubles.

Earlier that day, the Ministry of Health announced that there were no plans to introduce changes to the procedure for organizing medical examinations of drivers and the form of medical reports from August 1 of this year. They will enter into force on March 1, 2027.
