The State Duma proposed to supplement the Administrative Code with a new article, according to which an inspector will be required to pay a fine for sending an erroneous decision on a fine for traffic violations. The relevant bill is aimed at the conclusion of the government, RIA Novosti reported on July 30.

The explanatory note notes that drivers often receive erroneous fines from photo and video recording systems. Despite this, officials sign the resolutions, realizing that most drivers will not challenge them and will simply pay the fine.

Examples are situations where the car owner receives a decision with a fine for violating the driver of someone else's car, the car is on a tow truck at the time of movement, or the violation is caused by the shadow of the car.

For making such decisions, if it is obvious from the photo and video materials that the driver did not commit a violation, the draft law proposes to introduce a proportionate fine for inspectors issued to the driver. The initiative should protect the rights of drivers, increase the discipline of officials and reduce the number of unjustified fines, its authors believe.

Earlier that day, the official representative of the Ministry of Internal Affairs of Russia, Irina Volk, warned that information about the allegedly introduced 10-day deadline for car owners to notify the State Traffic Inspectorate of a change in the place of permanent registration, which is distributed online, is not true.
