The Board of Directors approved the draft law on funded pension payments
On July 29, the government approved a draft federal law "On the expected period of payment of a funded pension for 2026," sources in the Cabinet of Ministers told Izvestia. The document is available to the editorial staff.
Vladimir Gruzdev, Chairman of the Board of the Russian Bar Association, said that a funded pension is a cash payment from funds accumulated through employer contributions, voluntary contributions, maternity capital and investment income from the management of these funds by a non—governmental pension fund or SFR.
"Previously, the funded part of the pension was formed from insurance premiums paid by employers. In 2014, a moratorium was imposed on the formation of the funded part – all insurance premiums were allocated to the formation of an insurance pension. At the end of 2022, the freezing of the funded part of the pension was extended until 2025. At the same time, the funds that have already accumulated in the account are saved," Gruzdev reminded.
Citizens can choose from several payment options, including lifetime monthly payments. According to the law on funded pensions, from January 1, 2016, the duration of the expected period of payment of a funded pension is determined annually on the basis of official statistical data on the life expectancy of men and women aged 60 and 55 years in accordance with the methodology for estimating the expected period of payment of a funded pension.
"The draft federal law proposes to establish that the expected period of payment of a funded pension, used to calculate its size, for 2026 is set at 270 months (22.5 years). This provision will enter into force on January 1, 2026," said the head of the Board of AYUR.
Vladimir Gruzdev explained what the specific meanings in the draft federal law are related to.
"This year, according to calculations, the expected payment period was 275 months, but since this number exceeded the maximum value, it was equated to the maximum value of 270 months," he said.
On April 21, the Government Commission on Legislative Activity approved a draft law on the procedure for using forest lands for the construction, reconstruction and operation of hydraulic structures. It was reported that this document is aimed at preserving forests. The amendments will help to avoid unauthorized placement of hydraulic engineering facilities on the territory of forests.
