In Russia, the possibility of introducing an increasing coefficient for the CTP policy for cars over 30 years old is being discussed. This was stated in an interview with Interfax by the head of the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev. He called this measure an alternative to raising the vehicle tax for older cars. It is assumed that this decision may become an incentive to upgrade the fleet.
"Nevertheless, tax policy and changes in it are a serious government tool, in this sense, the tariff policy in CTP in comparison with it is a more flexible and selective, local tool that is easier to adjust," Ufimtsev explained.
At the same time, the head of the RSA noted that the discussion of the issue related to road safety and the technical condition of the fleet is still of an expert nature. He advised owners of collectible and rare cars who rarely use them to apply for a short-term CTP policy for trips.
In the Association of Russian Automobile Dealers (ROAD) On July 9, it was proposed to introduce an increased tax on vehicles after 15 years from the date of their release. Dealers also intend to ensure the introduction of mandatory inspection twice a year for such vehicles. The ROAD noted that the share of passenger cars older than 10 years in the Russian fleet reached 72% (more than 39.75 million units).
