In the second half of 2025, the working day in Russia may be reduced from seven to 12 minutes, reaching an average of seven hours and 20-25 minutes. This was announced on July 28 by Dmitry Pischalnikov, Vice President of Opora Russia.
"In the absence of economic growth, the average working day may be reduced to 7 hours and 20-25 minutes. Because of this, the number of cases of part-time employment and the transition to flexible work schedules will increase, and the share of workers with declining incomes may exceed 40%," said Pischalnikov in an interview with Gazeta.Ru».
According to him, the reduction of the working day in Russia is a direct consequence of the general economic downturn. A decrease in business activity, production volumes and consumer demand creates a number of difficulties for companies: a constant drop in sales, underutilization of production facilities and a decrease in the need for employees, even if there is a shortage of personnel.
"In 2026, while maintaining current trends, a further slowdown in the economy is forecast. The main risks include a shortage of qualified personnel, high interest rates and limited access to loans, a continued decline in labor productivity and a reduction in consumer demand," the expert said.
It is reported that it is necessary to increase labor productivity. Pischalnikov stated the importance of government retraining programs, tax benefits for small and medium-sized businesses, and simplification of regulatory procedures. Investment incentives will also be required, such as lowering the Central Bank's key interest rate, subsidizing manufacturing companies, and developing infrastructure projects. According to the Vice President, shorter working hours and falling real incomes are not temporary difficulties, but symptoms of a deep structural crisis.
"In order to reach the trajectory of sustainable development, it is necessary to change the economic model — the transition from extensive growth to intensive development based on increased productivity, further technological modernization and investments in human capital," the expert summed up.
It is noted that the absence of such reforms can lead to prolonged economic stagnation in Russia, characterized by weak growth and declining living standards.
