Governor of St. Petersburg‑Alexander Beglov of St. Petersburg has banned migrants from working in taxis. This was announced on July 28 by the press service of the city administration.
"The Governor of St. Petersburg‑St. Petersburg <...> has decided to establish a ban on the involvement by business entities of foreign citizens engaged in employment on the basis of patents for the type of economic activity "passenger taxi and rented passenger cars with a driver" (OKVED code 49.32) for the period up to the end of 2025," reads a statement posted on the administration's website..
It is noted that this decision was made to improve the quality and safety of taxi services and create additional employment opportunities for Russian citizens. There is also a three-month transition period for employers, during which they will be able to complete their existing employment relationships and attract new employees. The resolution will come into force in 10 days.
On July 10, the State Duma adopted in the first reading a bill to reduce fines for taxis operating without a carrier's compulsory civil liability insurance (OSGOP). It is proposed to impose the following fines for taxi carriers: 1-5 thousand rubles for citizens, 20-25 thousand rubles for individual entrepreneurs and 30-40 thousand rubles for legal entities.
