Russia and Vietnam expand cooperation in the field of complex technological systems

On the eve of the tenth anniversary Eastern Economic Forum, which will be held in Vladivostok from September 3-6, a delegation from RK Complex Systems, headed by Igor Fedorov, Chairman of the Board of Directors, will visit Vietnam. RK Complex Systems was established as a technology initiative of the Roscongress Foundation and brings together leading Russian scientists, engineers and entrepreneurs to design, create and manage modern technology platforms and high-tech investment projects at the interstate level. The concept of the platform approach, created by the experts of RK Complex Systems, is based on the use of artificial intelligence, big data and the construction of advanced ecosystem technologies that make it possible to develop simple solutions for managing complex projects of any nature both in Russia and abroad.

During the visit to Vietnam, the team will hold a number of meetings and negotiations with representatives of high-tech enterprises and organizations, as well as Vietnamese scientists and technical experts. A visit to the Space Technology Center, the Institute of Natural Resources and Environmental Strategies, a meeting with the management of the Phuc Lam Hospital, a visit to the Nam Cau Kien eco-industrial park, the ports of Bach Dang, Mi Thui (Kuangchi), as well as working meetings with the leadership of the Development Bank of Vietnam, the Vietnam Automation Association (VFF) and the Nafosted Foundation is planned.

One of the main topics will be the creation of a technological competence center in Vietnam based on the centralized institutional risk management platform (CIPM), as well as the launch of a platform for scientific and technical cooperation and projects based on it, and the creation of a single-window platform for cross-country cooperation. Representatives of RK Complex Systems will discuss the process of building such platforms with the relevant structures of Vietnam.

A number of documents were signed at the St. Petersburg International Economic Forum, which took place from June 18 to 21, including a cooperation agreement between RK Complex Systems and Shinek JSC, which provides for the creation of a joint venture to develop and implement the CIPUR platform developed by the Russian side in Vietnam. The solemn signing ceremony of the agreement took place at SPIEF 2025 in the presence of General Secretary of the Central Committee of the Communist Party of Vietnam Toh Lam.
