The government of the Moscow Region and the state-owned Avtodor company are considering a concession project for the construction of a new understudy to Shchelkovsky Highway, Kommersant reported on July 28. Reconstruction or construction of a stand-in has been discussed for more than 10 years, and in recent years the highway has been operating at its capacity limit.

The development of the project was confirmed by the Regional Ministry of Transport and Road Infrastructure (MTDI). The Shchelkovsky Highway understudy will run next to the existing road and, as expected, will not affect the nature reserves and the Losiny Ostrov National Park.

The concession agreement with the investor means that the road will be toll-free, but this will reduce the cost by about 30% of the reconstruction option — up to 210 billion rubles. It is possible that the Shchelkovskoye highway itself will be upgraded under the same agreement. Possible construction dates and tariffs are still unknown.

According to Andrei Mukhortikov, a member of the public council of the regional Ministry of Transport, during several years of construction "there will be a local transport hell on Shchelkovsky Highway." The reason is that the private sector in the Bear Lakes and Dolgom Ledovo (hundreds of sites), and litigation with the owners may delay the project.

Shchelkovskoye Highway (A-103), a 44-kilometer federal highway, is called one of the most congested roads in the Moscow region. It was built in 1952-1960 and has two or four lanes.

At the end of last year, it was reported that the Russian government had approved a new plan for the construction of federal toll roads by the state-owned Avtodor company until 2030. For the first time, sections of the Dzhubga–Sochi highway in the Krasnodar Territory were included in the program, and funds were also invested in bypassing Dagomys, which will be a continuation of the existing Sochi bypass, and bypassing Adler.
