Businessman convicted in Khanty-Mansi Autonomous Okrug for embezzlement of 170 million rubles in the supply of oil pipelines

The Khanty-Mansiysk Autonomous Okrug — Yugra has completed a criminal case against a businessman convicted of stealing 170 million rubles during the supply of oil pipelines. This was announced on July 25 by the Investigative Department (SU) of the Ministry of Internal Affairs of Russia for the region in its Telegram channel.

"The investigation of the criminal case against the general director of a commercial organization has been completed. He is accused of multimillion—dollar fraud in the supply of pipes for oil-producing enterprises," the report said.

According to the investigation, over the past two years, the man has signed contracts with two large companies to supply the latter with oil pipelines. The defendant provided forged documents on the quality of the goods and supplied products in a smaller volume than was stated in the contract.

According to the agency, the property of the accused was seized.

Upon the fact of the crime, the man was charged under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale").

Among the victims are family members and the entourage of CSKA President Evgeny Giner, who could lose up to 1.2 billion rubles.

Earlier that day, the court upheld the sentence of General Popov to five years in a penal colony and stripped him of his military rank. In addition, he was fined as an additional punishment in the amount of 800 thousand rubles.

Popov was arrested on May 17, 2024, for two months, and charged on May 24. On May 23, the Investigative Committee of the Russian Federation requested that he be placed under house arrest. However, on June 7, the 2nd Western District Military Court left Popov in jail. Later, on June 10, a court in Moscow sent a civilian, who was also arrested in the criminal case, to a pre-trial detention center. On July 18, Buinovsky announced that Popov had appealed the term of house arrest, but did not appeal the commutation of the preventive measure.
