Deputies of the State Duma (State Duma) at the plenary session adopted in the second and third readings amendments to the law on the prohibition of films discrediting Russian values. It will enter into force on March 1, 2026. This was reported on the website of the State Duma on July 22.

"The law expands the list of grounds for refusing to issue a rental certificate for a film, providing that such a basis would be the presence in the film of materials discrediting traditional Russian spiritual and moral values and (or) propagandizing their denial," the publication says.

In addition, the document will empower the Russian Ministry of Culture to amend the rental certificate to update information about the ban on the distribution of films among children.

In addition, owners of audiovisual services and social networks will need to stop showing movies or TV series during the day at the request of Roskomnadzor. This will have to be done if the rental certificate is revoked or an opinion is issued on the availability of materials that discredit traditional Russian spiritual and moral values.

Owners of social networks will also need to monitor such content.

Earlier, on July 20, the first deputy chairman of the State Duma Committee on Family Protection, Tatyana Butskaya, announced that the State Duma was preparing a project to ban propaganda of the ideology of dehumanization among children. According to her, the law will not affect children's performances and movies in which reincarnation takes place according to the plot.
