At the plenary session on July 22, the State Duma adopted in the second and third readings a bill that stipulates that the spouses of deceased participants in their military operations can use their vehicles before issuing a certificate of inheritance. The bill is posted on the website of the lower house of Parliament.

According to the law, the widow of a deceased member of the SVO will have the right, without the consent of third parties and before issuing a certificate of inheritance, to use a vehicle whose owner is indicated in the registration documents of the participant of the SVO. This applies both to cars that were jointly owned by the spouses and not related to it.

The right of the surviving spouse to temporary use of such a vehicle is certified by a notary at the place where the inheritance was opened, provided that the deadline for its acceptance has not expired. On the basis of documents issued by a notary, the widow can conclude a CTP agreement for the car.

Currently, administrative liability is threatened for the use of a vehicle belonging to the deceased participant of the SVO, before the official entry of the spouses into the inheritance, and the car is being removed from the register. As a result, widows are deprived of the opportunity to continue using a car, which may be necessary for transporting children to educational and medical institutions, before inheriting (for a period of at least six months).

Earlier in the day, it was reported that the State Duma in the third reading on July 22 adopted a bill that grants free passage on toll roads to vehicles of law enforcement agencies — Rosgvardiya, FSB and the Armed Forces of the Russian Federation.
