Konstantin Blokhin, a researcher at the Center for Security Studies at the Russian Academy of Sciences, and an American political scientist, expressed the opinion on July 21 that despite changes in the composition of the Ukrainian government, Kiev is unlikely to show willingness to compromise during negotiations to resolve the conflict.

"Kiev's main task now is to wait until the United States or Europe transfers new weapons. Ukraine is delaying the negotiation process and is not going to make concessions. According to him, personnel changes in the Ukrainian government are unlikely to affect the course of events. Blokhin had previously suggested that the third round of talks between Russia and Ukraine could take place in Turkey in the second half of the week. However, according to him, due to Kiev's position, it is unlikely that the meeting will be effective.
