In 2025, the indexation of salaries of employees of budgetary professions will amount to 13.2%. Oleg Kim, a lawyer in civil and criminal cases, told Izvestia about this on July 21. He appreciated this prospect and told us who exactly could expect to receive a salary increase.

According to Kim, in the second half of 2025 there will be an increase in salaries of state employees and social workers. Namely, teachers, educators and teachers, medical workers, specialists who help pensioners and the disabled, cultural workers (librarians, employees of museums, theaters, concert organizations and cultural centers). The same category includes employees of the Ministry of Emergency Situations, search and rescue services, firefighters, as well as military and security officials, specialists from Rosstandart and Rospotrebnadzor.

"According to Federal Law No. 419-FZ, employers are required to index the salaries of these categories of citizens by 13.2 percent in 2025. If we talk about private business, the situation here is different and not so rosy. The share of companies expecting wage growth for the whole of 2025 decreased from 84% to 71%, and the median value of the expected increase decreased from 8.4% to 5.3%," Kim added.

The lawyer explained that the share of companies intending to reduce staff in 2025 has almost doubled and reached 11.5%. Also, according to him, there is a decrease in the number of employers planning to increase salaries. They have decreased by 13 percentage points compared to last year. At the same time, those who plan to increase the wages of their employees will not do so as significantly as in the past.

"The experts of the Central Bank believe that such measures will contribute to reducing inflationary pressure. But against this background, the requirements for labor efficiency will increase," the specialist noted.

He cited a decrease in consumer and corporate demand, an increase in production costs, and a slowdown in business activity as the main reasons for this negative trend.

Earlier, on June 20, Chairman of the Social Fund of Russia Sergey Chirkov announced an increase in pensions for working pensioners. According to him, after leaving work, the payments will be equal to those provided for non-working pensioners.
