For growing those types of poppies that are classified as narcotic, you may face administrative or criminal liability. This was announced on July 21 by the head of the legal reception of the Moscow Union of Horticulturalists, Vahe Rybchenko.

According to him, there is a list of plants approved by the government that are classified as narcotic. It includes sleeping poppies and other types of poppies of the genus Papaver, which contain narcotic drugs. For their cultivation, they face administrative liability in the form of a fine of 3-5 thousand rubles or arrest for 15 days, and when growing plants on a large scale (from 10 pcs.) — criminal liability under art. 231 of the Criminal Code of the Russian Federation ("Illegal cultivation of plants containing narcotic drugs or psychotropic substances or their precursors").

"This can be a fine of up to 300 thousand rubles or in the amount of a convicted person's salary or other income for a period of up to two years, or compulsory work for up to 480 hours, or restriction or imprisonment for up to two years," Rybchenko explained in an interview with the Prime agency.

For growing on an especially large scale — from 200 plants — you can receive a sentence of imprisonment for up to eight years with or without restriction of liberty for up to two years. At the same time, as the expert noted, if the type of poppy is not narcotic, it is not prohibited to cultivate it on the site.
