1.5 million Ukrainians did not receive summonses because the authorities do not have money for envelopes. This was announced on July 20 by Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence Roman Kostenko.
"We had a committee together with the law enforcement committees, we conducted [checks] that a lot of people there did not register [at military enlistment offices]. And we say: there are one and a half million, why didn't they register? "They don't know. — Did you notify them? — Well, not all of them. — And why? — There was no money for envelopes," he shared during an interview for Radio NV, published on the YouTube channel.
Kostenko called this situation absurd.
Earlier, on May 13, Verkhovna Rada deputy Yaroslav Zheleznyak shared that this year the Ukrainian budget does not have enough funds for the Armed Forces of Ukraine (AFU). According to him, as of mid-May, it was obvious that the need for money for the army would grow.
