Unauthorized buildings in Russia may not be demolished if they do not pose a threat and do not interfere with neighbors and other citizens. The relevant information follows from the definition of the Judicial Board for Civil Cases of the Supreme Court of Russia.

The woman built a three-storey hotel instead of the permitted two-storey house. The local authorities demanded that the building be demolished, but the court sided with the owner. It turned out that the building was safe: all the norms were observed, it did not interfere with the neighbors.

"A violation of urban planning and building regulations committed during the construction of a building that does not endanger the life and health of citizens and does not violate the rights and interests of third parties may be recognized by the court as insignificant and does not prevent the possibility of preserving unauthorized construction," the court said in a ruling cited by RIA Novosti
